
The Rogue Valley Archers By-Laws Adopted Tuesday, May 07, 2007 Revised January-2008 Revised January-2010 July-2010 ARTICLE 1 NAME We are the Rogue Valley Archers and we are a family club of archers that have dedicated ourselves to giving back to the sport that has given us all so much enjoyment. ARTICLE 2 PURPOSE The purpose of our club our club is one of honest involvement that hosts several events throughout the year and we always welcome any and all individuals who have an interest in archery. All styles of archery, with the exception of cross-bows, are welcome at RVA events and we welcome every one to enjoy the open camaraderie of our great group. ARTICLE 3 AFFILIATION We are affiliated with the Josephine County Sportsman Association (JCSA) as a sub-club of the association. ARTICLE 4 DUES & FEES Annual dues for membership will be $40.00 per year for Individual and Family memberships. Family memberships are limited to (mother, father, and children under eighteen). ARTICLE 5 OFFICERS The executive board of RVA will have this list of officers in place by October 1 of every year as a direct result of an election by RVA members in August. This list includes, President, Vice President, Treasure, Secretary, Range Master, and Communications Officer. Other positions will be created or deleted as the Executive Board deems necessary. These individuals working together will constitute the Executive Board of RVA. The election will require applicants for these positions are in by July 15th of the election year to the current President. A quorum of 10 members is required for a viable election. ARTICLE 5 continued Duties of the Officers: President: • Responsible for overseeing all aspects of club functions. • Will run meetings and work parties with the help of the executive staff. • Charged with the overall health of the club including advertising and new member recruiting. • Will work with RVA Director to keep balance in the relationship between RVA and JCSA. Vice President: • Answers directly to the President • Accountable for the execution of the positions of Communications Officer, Membership Officer, and Range Manager. • Will run the club in the absences of the President at all functions. • Will assist in the recruitment of new members and advertising of club events. Director: • Responsible for the positive relationship between JCSA (Host Club) and RVA (Sub Club) • Must attend JCSA Board of Directors meetings on the second Wednesday of the month and report back to RVA in a timely manner. • Charged with implementing changes that require JCSA approval by their Board of Directors. • Will promote RVA and JCSA positively to the public with an understanding of JCSA By- Laws and Policy & Procedures. • Works directly with JCSA range managers and or the Executive Vice President of JCSA in resolving problems that arise. Assistant Director: • Assists the Director as needed. • Will attend Board of Director meetings in the absence of the Director. Range Master: • Responsible for the repair, maintenance, and up keep of the archery ranges at JCSA. • Answers directly to the President. • Will organize the labor for the preparation of the ranges before a shoot. • Charged with the implementation of club agreed upon changes to shoots, range development, and maintenance in a timely manner. • Responsible for the Target Shack and all range items and their upkeep. Assistant Range Master I: • Answers to the Range Manager. • Responsible for the repair, maintenance, and up keep of the archery ranges at JCSA. Assistant Range Master II: • Answers to the Range Manager. • Responsible for the repair, maintenance, and up keep of the archery ranges at JCSA. Membership Officer: • Charged with all of the current, new, and old memberships of RVA. • Responsible for receiving membership dues and the timely deposit to the RVA Treasure. • Must work with JCSA to maintain a high level of communication as to the status of all members to out host club JCSA. • Keep membership records up dated for report at all business meetings of RVA. Communications Officer: • Responsible for all communication to RVA members. News letters, phone contact, personal contact, etc… • Charged with the communication of outside clubs, newspapers, archery affiliates, and the general public with the supervision of the Vice President. Treasure: • Responsible for all financial accounting and documents. • Charged with running the check book and the reimbursement to club members. • Will keep all financial records of RVA and produce monthly reports for the business meetings. Will produce end of year financials to be turned into JCSA in December of every year. • Responsible for annual budget and all changes approved by RVA. Secretary: • Responsible for recording all of the minutes at the meetings. • Will work with the Communication Officer on club correspondence and the business correspondence necessary for club inquiry and response. Chaplain: • Charged with the spiritual well being of RVA and the continuation of our belief and faith in God. • To deliver prayer and sermons as needed and or deemed necessary by the President. Support Officers: Historian: • Responsible for keeping a visual and written account of club events. Photographer: • Charged with the visual recording of RVA events. Awards Officer: • Charged with creating awards for those club events where awards are presented. • Works with President, Range Master or Committee that is responsible for the invitational events requiring awards. ARTCLE 6 Termination of membership When and if it becomes necessary to terminate a membership it will be done in the following manner. The Executive Board of RVA will meet and the member or members in question will have an opportunity to state his/her case for maintaining his/her membership and the Executive Board of RVA will have 30 days to make a decision. This decision will be final. ARTCLE 7 Amendments to the RVA By-Laws Any changes or amendments to the RVA by-Laws require a 2/3s vote of the membership to pass. They must be in writing and proposed at a RVA meeting. 30 days of discussion by all club members must be observed before approval or dismissal. At that point a vote will be held at the next scheduled RVA meeting. In the event of an urgent condition, changes to By-Laws or decisions concerning the operation of the club, may be made with five Executive Officers and at least three regular members, not of the same family, must be present to do so. ARTICLE 8 Transfer of responsibility to newly elected officers The transfer of office shall be on the last business meeting of the current Year. Any and all records need to be updated and presented by the proceeding officer at this time. Elections of officers will continue to be held at the August Club Event. ARTICLE 9 Voting All voting will be conducted by a show of hands at a club meeting. There will be no absentee voting. Voting for Officers will be conducted by a ballot. Absentee ballots for the election of officers may be requested by members in good standing with RVA. The absentee ballot will be given with a return address envelope which will be opened on election- day and tallied. Ballots must be returned to the standing President no later than the day before elections are held. |
